Already people living in Arizona, Hawaii and the US territories do not change their clocks.

According to www.timeanddate.com most of Arizona and Hawaii do not take part in the time change; however, all other states do. Congress has added months regularly over the decades and in some states there are actually laws now proposed that would create year-round daylight saving time.
