Referring to his immediate three predecessors in office, Trump said that George W. Bush didn't have the "smarts" to get along with the Russians, and that Barack Obama and Bill Clinton "didn't have the energy or the chemistry".
White House press secretary Sarah Sanders acknowledged later Tuesday that Trump also did not mention the recent nerve agent attack against a former Russian spy and his daughter in the United Kingdom - for which the U.S., the U.K., France and Germany have blamed Russia.
But, writing on Twitter on Wednesday, Mr Trump defended himself from criticism of his call with Mr Putin, as he cited his predecessors' relations with Moscow.
"If this story is accurate", one official told AFP, "that means someone leaked the President's briefing papers".

For Trump, such spur-of-the-moment remarks to foreign leaders are not unusual, and often have had little lasting meaning, officials said, noting that he often issues invitations to a meal or a meeting.
Trump himself has always been reluctant to publicly criticize Putin. Its major allies the U.S., France, and Germany agree with its assessment. "Our unity, responsibility, common understanding of goals, aspirations of millions of people - we must contribute all that to the development of Russian Federation, to a powerful movement forward", Putin said.

The White House said Trump did not raise Russia's meddling in the USA elections or its suspected involvement in the recent poisoning of a former spy in Britain in the call with Putin.
German Chancellor Angela Merkel also congratulated Putin this week.
McCain said Trump's call was an insult to "every Russian citizen who was denied the right to vote in a free and fair election to determine their country's future".
The action and reaction fit a Trump White House pattern of declining to chide authoritarian regimes for undemocratic practices.
