The investigation expanded to touch on an array of politically sensitive decisions by officials including Comey and former Attorney General Loretta Lynch.
The former Federal Bureau of Investigation director used his personal email accounts to conduct official government business, which is a violation of protocol and quite ironic given that Comey was tasked to investigate Hillary Clinton's use of a private email server.
In an op ed for The New York Times, Comey wrote that the report "also resoundingly demonstrates that there was no prosecutable case against Mrs. Clinton, as we had concluded".
The favorite boogymen of the right, Strzok and Page, apparently texted one another about the possibility of Trump becoming president. The report also expresses concern that the political biases of the agents involved - specifically, Peter Strzok and Lisa Page - may have affected the decision to do nothing about Weiner's laptop.

The suspension was supported by the other members of the group, including the US, Canada, Japan and four European nations. Pakistani President Mamnoon Hussain and the prime minister of arch-rival India, Narendra Modi, are also in attendance.
Both sides of the partisan divide in U.S. politics are expected to use the Horowitz report to press their cases against Mr Comey.
Ms Clinton has since said Mr Comey's letter contributed to her unexpected defeat by Mr Trump.
The report was a rebuke of Trump's "deep state" conspiracy theory.
During the campaign, former New York Mayor Rudy Giuliani-a Trump backer who once served as a U.S. attorney in Manhattan-claimed that he was in touch with current FBI employees who informed him that many agents were unhappy that Comey had announced the bureau would not recommend indicting Clinton. The report also notes that then-Attorney General Loretta Lynch repeatedly raised concerns about leaks from NY.

The inquiry has focused on whether public statements made by Comey about Democrat Mrs Clinton's use of a private email server while she was secretary of state were based on "improper considerations".
"The conduct by these employees cast a cloud over the entire FBI investigation and sowed doubt about the FBI's work", the report concluded. But even the meeting itself - just seeing the former president there at all, on her plane, could have some kind of influence on [Lynch's] decision [on whether to prosecute Hillary Clinton]. But elsewhere it notes that senior FBI and DOJ officials were especially concerned about leaks from the bureau's NY field office, many of which were damaging to Clinton.
Clinton and her supporters, on the other hand, have complained that the timing of Comey's announcement that the investigation was being reopened badly hurt her chances to defeat her Republican rival. Cases that end without charges are rarely discussed publicly.
The inspector general says he did not follow regulations.
The Inspector General notes that the FBI had already prioritized the Russian Federation investigation - i.e. targeting Trump - over the Clinton investigation.
Indian-Origin Ministers In Singapore Play Key Role At Trump-Kim Summit
Both Mr Trump and Kim have been trying to look as relaxed as they can before tomorrow morning's summit. But the White House said he will instead leave at about 8 p.m. on Tuesday -almost 15 hours earlier.
As time has passed, Lynch has said she regretted the encounter, but she never formally recused herself from the investigation - instead saying she would accept the recommendations of career Justice Department staff and the FBI.
