North Korea has taken some steps, like dismantling its nuclear and rocket-engine testing sites, but USA officials have said it must take more serious disarmament steps before receiving outside concessions.

US Ambassador to the United Nations Nikki Haley accused Russian Federation on Monday of "cheating" on U.N. sanctions on North Korea.

"We are not as developed as other countries ... but we will do our best to serve [the delegations] well", Kim Jong-un said to Moon and South Korea's first lady Kim Jeong-sook.

There's also worry that a legally binding peace treaty would allow North Korea, and its backers in the U.N. Security Council, Russia and China, to demand that the U.S. -controlled U.N. Command that polices the Korean border under the armistice be disbanded.

The North will also permanently dismantle its Nyongbyon nuclear complex so long as the United States takes corresponding measures. The North has been demanding that Washington join the two Koreas in making a joint declaration ending the Korean War .

Trump delayed a visit to North Korea by Secretary of State Mike Pompeo in August, "because I feel we are not making sufficient progress with respect to the denuclearization of the Korean Peninsula", Trump tweeted.

Moon's office has said this week's summit talks will focus on how to achieve denuclearization, lower a military standoff between the Koreas and promote their ties.

Agreeing on a timetable is a core task for Moon, as it would induce US action, said Lee Jung-chul, a professor at Soongsil University in Seoul.

Facilitating US-North Korea talks and easing inter-Korean military tension is the aim of the inter-Korean summit, President Moon Jae-in said Monday.

Even though tens of thousands of people had witnessed Moon's drive into the city with their leader, the arrival was not broadcast or even mentioned on the evening and night news on North Korea's central television network.

China also is supportive of a "certain amount of reconciliation" between the two Koreas, Lee said.

They are: Lee Hae-chan, leader of the ruling Democratic Party; Chung Dong-young, leader of the minor opposition Party for Democracy and Peace; Lee Jeong-mi, leader of the liberal-leaning Justice Party and Rep. Park Jie-won of the Party for Democracy and Peace.
