Welcoming Modi to Sochi "personally as a big friend" of Russia, Putin said his visit would give a fresh impetus to bilateral ties. During his visit to New Delhi a year ago, Russian foreign minister Sergei Lavrov had publicly called on India to join China's Belt and Road initiative and hoped that New Delhi will find a way out to benefit from the mega connectivity project without sacrificing its position on the issues flagged by it.
The S-400 deal has been one of the major issues challenging India-US relations. Putin, 65, and Modi, 68, are also set to discuss a possible second Russian-built nuclear power plant. The US administration is required under a domestic law, Countering America's Adversaries through Sanctions Act or CAATSA to impose sanctions on any country that has "significant transactions" with Iran, North Korea or Russian Federation. The picture gets further complicated if India reneges on the S-400 deal and oil imports, a move that could strengthen ties between Russia, China and Iran, unravelling New Delhi's long term support to Afghanistan and its carefully scripted strategy for the region. China signed a deal for six battalions of the S-400 in 2015 and countries like Turkey, Saudi Arabia and Iraq are in line.
"We will have to see whether a deal will be signed, or an MoU, or will be reflected in the joint statement".
Before India signs the S-400 deal, reports suggest that China was the first one to procure S-400 from Russian Federation in 2014.
